Benefit Eligibility System, State of Hawaii

Context

Hawaii residents use the Self Service Portal to apply for public benefits. Many are under stress. Some use screen readers. For a government service, accessibility is also the law, under the the Americans with Disabilities Act and Section 508.

My role

Senior User Experience Designer in a team of three. I produced the high-fidelity designs, owned the Self Service Portal design system and led accessibility research and testing.

What I did

Set the tone. Asking for help is hard, so the portal had to feel calm and trustworthy. I tested three moodboards. The teal and brown of “Empathy and caring” won.

Answer the first question. People arrive wondering if they qualify, how to apply, or how to sign up. The landing page leads with exactly those three actions.

Keep everything in one place. After sign-in, a dashboard shows the status of each benefit and links to renewals, documents and notices.

Make a long form less daunting. The application has nine sections. A short walkthrough on web and mobile explains progress markers, navigation and what’s needed to submit early.

Build accessibility in, not on. The design system uses a 60-30-10 colour rule with contrast of at least 4.5:1, Noto Sans for multiple languages, and a responsive 12-column grid. I also wrote a team guide that turns the Web Content Accessibility Guidelines into plain rules for keyboard access, Accessible Rich Internet Applications attributes, headings, alt text and skip links.

Outcome

Accessibility became part of the system and the team’s daily habits. It stopped being something fixed one screen at a time.
